Canada's 2024 - 2026 Immigration Strategy and Goals

Updated: Mar 28

Canada's 2024-2026 immigration strategy and goals, announced in October 2023, highlight a strategic shift towards a more responsive and inclusive approach. These changes are designed to ensure that Canada remains a priority destination for students, workers and immigrants by supporting the country's economic growth and cultural diversity.

Canada Aims to Improve the Immigrant Experience

This immigration strategy, released in October 2023 under the guidance of new IRCC Minister Marc Miller, reflects an innovative approach to how Canada welcomes newcomers. Designed to streamline the immigration process, the strategy offers programs and resources to support immigrants on their journey to becoming an integral part of Canadian society.

This initiative paves the way for a more empathetic and efficient immigration system that not only recognizes the invaluable contributions immigrants make to Canada's cultural and economic life, but also demonstrates a deep understanding of the challenges they face.

Digital Innovation and Human Centric Approach in Canada

The launch of the Digital Platform Modernization (DPM) initiative is described as a game-changing innovation that offers a streamlined, efficient immigration process. This modernization reflects Canada's commitment to a more transparent, fair and user-friendly system.

As the Study/Visa/Immigration team at C&C Canada, we also leverage these digital advancements to provide personalized services to our clients and ensure a smooth transition to Canadian life.

Strengthening the International Student Program in Canada

Canada's efforts to protect international students include strict verification of acceptance letters, a "recognized institution" framework, promoting integrity and prioritizing student welfare.

As Canada is on track to welcome 900,000 international students, the government is developing the International Student Program (ISP) to provide strong support for these students. The forthcoming "Trusted Institutions Framework" will improve work permit processes, benefiting both students and educational institutions.

At C&C Study in Canada / Visa / Immigration, we guide students through these changing frameworks and provide end-to-end support from application to settlement, ensuring that their study journey in Canada is successful and smooth.

What are Canada's Immigration Goals for 2024-2026?

Canada has announced its 2024-2026 Immigration Plan, maintaining its goal of welcoming a large number of new immigrants. The country aims to admit 485,000 new immigrants in 2024 and 500,000 each year in 2025 and 2026. This plan reflects Canada's commitment to support economic growth while balancing pressures in areas such as housing, health and infrastructure.

Breakdown of Canadian Immigration Destinations

  • Economy Class: In 2024, around 281,135 migrants, or 58% of the annual target, will be admitted under the economic class. This number is projected to increase to 301,250 migrants in 2026, or 60% of the annual target.

  • Family Class: The 2024 target for the family class is 114,000 migrants, rising to 118,000 in 2026.

  • Humanitarian Admissions: The target for humanitarian admissions, including refugees and protected persons, is 89,865 migrants in 2024, declining slightly to 80,832 migrants by 2026.

  • Express Entry and the State Nominee Program (PNP): The Express Entry target is 110,700 for 2024, rising to 117,500 in 2025 and 2026. The PNP target is 110,000 migrants in 2024, increasing to 120,000 in 2025 and 2026.

Minister of Immigration Marc Miller's Vision for Immigration in Canada

Immigration Minister Marc Miller outlined an innovative plan for Canada's immigration system that emphasizes the integration of housing, health and infrastructure planning across immigration levels. The key objectives of his strategy are:

  • Creation of an International Talent Directorate: This role will align immigration programs and pathways with the labor market.

  • Improvement of the International Student System: Implementation of the "Recognized Institutions" framework for faster work permit processing.

  • Developing a Francophone Immigration Policy: Aim to increase the demographic weight of the French-speaking minority population in Canada.

  • Creation of an Advisory Body: Composed of migrants to inform program and policy improvements.

  • Focus on Humanitarian Response: Implementing measures for an equitable and sustainable response to humanitarian crises.

  • Improving User Accessibility: Making the Immigration, Refugees and Citizenship Canada website more user-friendly to streamline the application process.

Immigration Minister Miller emphasizes the importance of stakeholder and immigrant input in developing a stronger and more integrated immigration system. Miller's approach focuses on people who come to Canada to work, study or live, to facilitate relocation and create a system that is aligned with the country's needs.
