It is important to note that these regulations generally impact higher education levels and do not affect students at the elementary, middle, or high school levels.
For elementary and middle school students, there are no changes to the current study permit application process. Specifically, for applications at these levels, a Provincial Attestation Letter (PAL), confirming the quota status for foreign students in Canada for a specific year, is not required. This document is only requested for study permit applications at the post-secondary level (college, university, or graduate programs).
Additional Information: The quota for this required document has not been filled in 2024, and we have not encountered any issues obtaining PAL for any of our students.
Starting High School in Canada and the Study Permit Process
Students may begin high school in Canada at any time, but it is essential to stay in contact with educational institutions to ensure the proper transfer of existing credits and completion of the application process. Study permit processing times vary depending on the applicant’s country, and it is recommended to consult a professional advisor to ensure timely submission and alignment with school start dates.

How to Extend Your Study Permit if You’re a High School Graduate in Canada
After graduating from high school in Canada, a different process applies for study permit applications if the student wishes to continue studying in Canada. Unlike the initial study permit application made from outside Canada, an "Study Permit Extension" application must be submitted within Canada. Since students are already in Canada with a valid permit, extension applications typically have a high approval rate, provided that all IRCC requirements are met.
Study Permit Extension for Elementary and Middle School Students in Canada
Students enrolled in lower grade levels are required to apply for a study permit extension each year. These applications are typically considered a formality and are far less complex and stressful than the initial study permit application made from the student’s home country. Although mandatory documents, including financial records and other IRCC requirements, are still applicable, students who have successfully completed an academic year in Canada usually enjoy higher approval rates for study permit extension applications.
